Not necessarily.  There are a number of mailers who don't emit
References or don't emit correct References.  (Ditto with In-Reply-To,
which admittedly is even more ambiguous for email than References.)
On lists with more Windows participants, I often have to reparent
messages because of lack of information or the Eudora bug.
