I don't think so. I've been using that configuration since November with
other mail clients with no problem, and right after Evo had the problem
I sent exactly the same attachment with Mahogany without changing the
sendmail configuration, and it arrived intact at the other end. I would
hazard a guess that Evo is not handling properly the return codes for
the system calls managing the pipe to the inferior sendmail process, eg
it is not taking into account partial writes, blocking on pipe writes,
or something of the kind.

More details. This happens with sendmail delivery only. A message is
actually sent, but the attachment is truncated.
