You can change the keybindings of the composer by using gtkhtml-properties-capplet to select your preferred keybinding scheme, using the "Keyboard Shortcuts" tab. The options available right now are Emacs-like, XEmacs-like, or MS-like.
I dunno if there are plans for a vi-like keybinding set, but if you're interested in using vi(m) with Evolution, you might be interested in the gnome-vim project, http://www.opensky.ca/gnome-vim.
