I use Evolution under KDE also, and it does save the window size (see
below for position comments).  Evolution always opens with the main
window, and all its panes sized exactly as they were when I exited the
last session.

This, kind of, is a preference thing.  The composer window is the same
size when in the gnome desktop.  I personally like it bigger (since I
use a larger font), and adjust it, but maybe it's fine for most people,
it just doesn't remember your adjustments.  It's not a KDE issue, as the
mail viewing window opens at the same size as the composer window
initially, then I resize it, and all other mail viewing windows open
using my new size - until I exit Evolution and start a new session (it
just doesn't save that parameter across sessions).  I would like it if
it would remember the composer and viewer window sizes across sessions,
but it's no biggie for me.

Do you have KDE set to use "Smart Placement" of windows?  If so, it
tries to find open desktop space (starting at the upper left window) to
place new windows.  Turning that option off may, or may not, make a
difference.
