[Evolution] send and receive actions should be seperated

I have a suggestion:

I think the send and receive mail actions should be seperated as they
are in applications like Outlook Express and all.  I know that some ISP
mail servers don't allow you to send mail with their mail server unless
you've checked mail from it first (recently)

So in my case, I have to check email from the mail server first and then
use it to send out mail.  However, if I fire up evolution, and directly
compose a message, it won't work.
