That's very important for a multilingual mailer. Sometimes people
on Outlook just have no idea what encoding they're writing in,
e.g. writing Russian in iso8859-1 etc. It looks fine on their computer,
so they don't have a clue. Other times, people confuse different
Russian encodings (again, the only solution is to open the mailbox in
mutt, raw-edit the message, fix the content-type charset ...).
