Anyone knows who is working with libunicode?
I want to add ISO-8859-13 and windows-1257
(Baltic) support to it.


libunicode is being deprecated. A future release of Evolution will use
either the built-in libc iconv or Bruno Haible's libiconv available
from http://clisp.cons.org/~haible/packages-libiconv.html. (And that
library already supports both of the encodings you mention.)
