Well, ~/evolution also contains all of your folders... So it's not
really just configuration files.
and what the normal (l)user is supposed to do with the raw folders ?

That was my thinking. For some folders (i.e. local Inbox) there is data
which can be used by other programs (i.e. a mbox), but the address book
is stored in a Berkeley DB. An option to configure the path would be
fantastic. Basic config in ~/.evolutionrc, which contains bootstrap
config and a path to the folders.
