This should be working fine.  Create an appointment in the calendar,
open a context menu for it and select "Edit this appointment".  On the
dialog box that appears, go to Actions->Schedule meeting.  You can add
your attendees there and Evolution will send them the proper mail.
When they receive them, they can accept/decline the meeting as
appropriate.
