If vi is your text editor (read: message composer) for mutt (you can set
this in .muttrc) add:
set tw=72
in your .vimrc. That will make text wrap at 72 characters.
Or you could just use Evo fulltime like I do! :-)

This, by the way, is also bullshit, as you didn't use any 8-bit Latin1
characters, only ASCII characters. MIME requires you to label text
with the most restrictive content-type and transfer-encoding that
correctly identifies it, in this case, 7bit US-ASCII.
