Perhaps the CalConnect group can write a position statement on that?

I wrote my own one a while ago [1] in response to discussions I had at
that time with yet another one of those development teams who thought
that UTC would solve the problem. But I'm sure an open letter published
prominently on the CalConnect web sites would carry more weight.
