Yes, but it is a hack, and therefore not a long-term supported interface.

For the local inbox, you do something like

evolution "email://local local/Inbox;uid=1"

There's no way to find the uid though.

For oher mail accounts you use the account id from the accounts list.  There's no supported way to find this eiher.

e.g.
evolution "email://abcdefxwy host foo/Inbox;uid=12"
