No. The preferences is the only thing which is not separated in
"plugin". My agreement with Ettore was that I may implement it as plugin
as far as it doesn't need any extra work. The UI prefs actually needed
more work so I made them hardcoded to em-mailer-prefs.c.

Which I did for all, but SA prefs.
