I guess that what you want is not possible with Evince in windows. The
feature you described is implemented in Linux by using DBUS. I guess
evince in windows is compiled without DBUS support so you have that.
The only think I can think off is to modify your scripts in winedt so
they don't fire up the viewer everytime you compile
