The missing printing issue has already been reported in Evince' bug
tracking system, see

I think printing is quite essential, so I will certainly look into
fixing that. You can track progess (if there is any) in the bug
system.

As for the help files, that issue is reported in
https://bugzilla.gnome.org/show_bug.cgi?id=604703

To me, this is a rather low priority issue, because I think you do not
need help files to use Evince. But it certainly would be better if the
program did not show the help options while it is not working.
