It sounds like that pdf uses a (third-party?) plugin to acrobat reader
for drm.  There are at least a couple, if I recall correctly, such
plugins in use and may be available only on windows.

If it is indeed a plugin doing the decryption then no free/libre/open
source pdf reader will be able to read that pdf.
