What about some merge/extract pages functionality?
I don't know if Evince has any plan for implementing that feature ,
but as you surely know you can already merge and extract pages with
pdftk

Personally, I think it'd be rather useful (well, I know it is, I used it
on Windows before I switched over, and recently found myself in need
while on Linux); and as far as I know, no Linux PDF viewer has that
faculty currently.
I think that pdfedit can do it (although it is a bit unstable and have
rough edges atm):
