2.24.3: does not expand engine in epiphany-2.24.pc

I build Epiphany 2.24.3 on Mandriva 2009.0 against xulrunner 1.9. The
epiphany-2.24.pc file generated then looks like this:
prefix=/usr
exec_prefix=/usr
libdir=/usr/lib
includedir=/usr/include/epiphany/2.24
extensionsdir=/usr/lib/epiphany/2.24/extensions
loaderdir=/usr/lib/epiphany/2.24/loaders
datarootdir=${prefix}/share
datadir=/usr/share
icondir=/usr/share/epiphany/icons
features= python
engine= with_engine@
Name: Epiphany Browser
Description: GNOME Web Browser
Version: 2.24.3
Requires: gtk+-2.0, libxml-2.0
Libs: -L${libdir}
Cflags: -I${includedir}
Notice the @with_engine@ which did not get expanded. What could be causing
this?
I already tried different configure options to define the engine, or let
the configure script detect it automatically:
./configure --build=i586-mandriva-linux-gnu --prefix=/usr --exec-prefix=/
usr --bindir=/usr/bin --sbindir=/usr/sbin --sysconfdir=/etc --datadir=/usr/
share --includedir=/usr/include --libdir=/usr/lib --libexecdir=/usr/lib --
localstatedir=/var --sharedstatedir=/usr/com --mandir=/usr/share/man --
infodir=/usr/share/info --x-includes=/usr/include --x-libraries=/usr/lib --
with-distributor-name=Mandriva --enable-python --disable-filepicker --
disable-scrollkeeper --enable-spell-checker
The above configure options results in this summary:
