It may be worth to re-evaluate. Hardware has gotten better over time.

We could try to be smart and disable smooth scrolling by default only
when metacity's "low resources" gconf key is enabled (although that
breaks down when another wm is utilised).

By the way, when I enable metacity's window compositing feature, smooth
scrolling isn't so smooth any more either. But that could also be
because I'm using the Free radeon driver.
