No. Epiphany only bookmarks pages, not a set of tabs.
However, on http://live.gnome.org/Epiphany/ThirdPartyExtensions
you will find a bundle of tab-related extensions that may make your life
easier. :-)

That's a very old version-- tomorrow, 2.22.0 will be released. You may
want to consider upgrading!
