To report a bug, using GNOME bugzilla is the preferred way. See
http://bugzilla.gnome.org/.

However, in this case that's not very useful because the Epiphany
version you are using is obsolete. Please upgrade to the latest stable
release 2.20 (contained in OpenSUSE 10.3, by the way) and try to
reproduce the problem.
