The jspubtd.h file is provided by libmozjs-dev so it should be here, so I guess the issue is caused by a missing -I/usr/include/libmozjs somewhere. Anyway, I don’t think you should try to build epiphany with the xulrunner version from stable, I’m afraid it is already too old. -- .''`. : :' : We are debian.org.
