At least one of those wishes can be easily fulfilled. If you enable the
gconf key /apps/epiphany/general/always_show_tabs_bar then the row of
tabs will always be visible, even if there is only one tab. You can use
the gconf-editor to do that or this command line:

gconftool-2 --set "/apps/epiphany/general/always_show_tabs_bar" --type
boolean true
