smooth scrolling by default? performance?

Hello,
I just discovered the smooth scrolling option in epiphany's preferences.
I have to say that it blows my eyeballs away. Wow. Then I wondered why this is not activated by default. Is it that it uses much CPU/GPU horsepower or something like that? Just curious.
