ping for re-enabling tabsmenu extension

Hi all,

I submitted #362101 for re-enabling the tabsmenu extension (at least in
ALL_EXTENSIONS, if not USEFUL_EXTENSIONS).  Could I trouble someone to
review the patch attached to the bug?  It's small, only about 50 lines.
