You probably aren't running the GNOME 2.14 release candidates yet, but once you upgrade to GNOME 2.14, the Preferred Applications window contains a radio button to 'Open a link in a new tab' for your web browser of choice. In older GNOME versions, it is still possible to enter a custom command to launch your preferred web browser. If you use 'epiphany --new-tab %s' here, links clicked in Evolution will open in a new epiphany tab.
