For epiphany-list's information, keywords have just been implemented in
the deskbar-applet, but separate from Epiphany, rather than trying to
integrate with Epiphany's bookmark storage system (and any upcoming
architectural re-org).
Our keywords are stored separately in a text file under
~/.gnome2/deskbar-applet/ and are not available when entering a location
into the Epiphany location bar, only from the deskbar. The list of
search back-ends, or "smart bookmarks" is still read directly out of
~/.gnome2/epiphany/bookmarks.rdf - we don't store our own bookmarks,
only our own keywords for the browser's bookmarks.
