I love this suggestion, I think it's the best compromise there is. One
tiny suggestion:

I'd personally rather have one dialog than two -- especially since I,
the power user, will probably be downloading quite a few "unsafe" mime
types (what *is* unsafe, anyway? Executables?).
I don't know how HIG-ish it is, but I think it would be better if the
Confirmation dialog had some bold warning text (and maybe if it were a
warning dialog, complete with image) and 'Cancel' as default when
opening an unsafe mime type.
