My proposal is that it would be preferable for the tab-bar and
location/tool-bar to swap positions.
You've forgotten one big drawback of this proposal: what happens if a
fullscreen window has a single tab? Either the tab-bar disappears (in
which case the top of the screen actually changes) or the single tab
remains (in which case Fitt's Law dictates you're wasting corners). It's
not worth changing fullscreen mode (which in this case would be a
non-trivial change) to make something less consistent to the user and
ultimately less Fitt's-Law-abiding.
What is the reason for the status bar not being available in full-screen
mode? I personally would prefer it to be visible.
I imagine it's to save space. There's probably a thread about this
somewhere but I don't know where.
Finally, are epiphany developers aware that the exit full-screen
remains visible even if I change to another application via ALT+TAB or
move to a different "virtual workspace".

Lex.
PS - Can someone please point me to a previous thread where tab close
button on tab versus mozilla style tab close button has been discussed.
I don't know off-hand, sorry.
