Well, I can understand this, and thanks for providing the reasoning. 
However, I am not sure that web browser use is best perceived in terms
of reading documents.  Document icons work well on a system because
there are limited numbers and you can get used to them quickly. 
Favicons are not always consistent or well designed.

Additionally, I tend to minimise or move away from the web browser when
I am finished with a document.  When I want the browser window again
it's because I'm looking for a browser in order to go somewhere so I
think "browser", and not of the last document I was looking at in a
browser.

I can only speak for my personal preferences, of course, and I have no
usability evidence to back this up: my argument really appeals to that
of consistency with the rest of the system.
