Well if Havoc gets his way, we might actually be able to have this
dependency, but thats a flamewar for another mailing list :)

Only concerns I have is that sys admins will want a way to lock this
down so that users can't change the preference and that users who use
the global pref should have their preference honored in all apps by default.
