At least for epiphany, it refers to the latest unstable version in
repository. If you don't specify any '-r' arguments to cvs, that's the
version you're getting. 'info cvs' should provide further details ('/'
is shortcut for search).

I think you're missing one of the reasons I've switched to ephy. Ed's
article explains the bookmark system quite well:
