that's an interesting find. As a first guess I'd say scrolling over the
scrollbar uses GTK+'s scrolling code which gained smooth scrolling
abilities in 3.4 while scrolling over the picture uses eog's scrolling
code which doesn't do smooth scrolling.

As I agree with you about unifying the scrolling behaviour, I'd like to
ask you to report this as a bug in our Bugzilla.
