He took pictures of people during guadec, which is why there were repeats. I don't know what photo mosaic software he used, though it was eleven years ago so I wouldn't be surprised if state of the art has changed. However, easy enough to ask.

Do you happen to know how the image had been created?
If it's at all possible, we should have a new one which does not repeat
the same pictures over and over again.
