I have tested Ekiga 3.2.7 on a Dell Latitude e6410 which has an nVidia NVS3100M graphics part, running Windows 7 Enterprise 64bit, and I can confirm that H261 video works fine (using Theora was another matter, but I'll create a separate thread for that). This was using the machine's built-in webcam:

I wonder if we could be looking at an issue with Ekiga and Intel HD graphics on Windows 7?
