As skype is highly obfuscated we can Imagine a lot of things..

There is some technos to bypass DNS: a P2P software usualy keep a list
of peers using there IP addresses. When it reach one of them, the list
is refreshed with an exchange of living peers. It also possible to
implement your own DNS service in a P2P system: e.g. see this
implementation for the SIP protocol http://www.p2pns.org/
