Yes, but in addition to that master has a true fallback. If it can not
register it sets the limited flag and retries. I have tried backporting
that but then regarded it too error prone. It needed a lot of structural
changes to the stable code and in the end Opal did not cooperate unless
I build in a 3 sec wait.
