Hi , here is something that can be very useful for streaming video over VOIP, I guess there are plenty of projects that can do the same  :

It creates a fake video device on which you could send a video file , or for example your screen live video capture. 

This could be a solution for e-learning to bypass NAT problems using STUN though ekiga etc ...
