I just finished some tests.
I used 2 packages for Windows :
Unfortunately second one packages only 2.16.6 version and not 2.18.7.
I must install ekiga using setup.exe, and then override GTK2 with
gtk+-bundle_2.18.7-20100213_win32.zip
It seems working unless video frame is not at the right place inside GUI.
The best thing to do is waiting for a packaged installer for gtk. The other solution is integrating the bundle but needs far more work.
My win32/Makefile is available at http://www.pateam.org/archive/tmp/ekiga-win32/trunk/Makefile
I use a slightly modified one for HEAD version of ffmpeg and x264.

That is annoying : I had an hesitation, but checked that was the
now-standard version everywhere (win32, freeBSD, netBSD, recent linux
distributions) before committing.
I eagerly wait for more insight.

PS: notice that I wanted to give ekiga-for-win32-through-wine a try but
couldn't since we don't have win32/Makefile anymore.
