Yes. This is the way ekiga.net works currently.

Not necessarily. Each server implements its own policy.

However, SIP defines something called Ressource Lists, where you upload
your contact list to a server and that server does the SUBSCRIBE to each
presentity for you and sends you the result. We do not support this yet.
