This is a bug in the installer for Windows in 2.3.6, which will be fixed in 2.3.7 (released after I come back from GNOME.Asia at the end of next week). You can track the progress of fixing this on Bugzilla:

I am working with Windows XP/SP3. Yet a question: Can I change the used language?
The language should be picked up from the system language, but I do not know much about whether Windows is different from other systems in this regard. Jen Georg shared a screenshot a while ago, using EasyTAG 2.1.9 in German (about a third of the way down the page):
