Is this the correct place to submit patches? If yes, a patch is

Yes, you can either send patches here or by filing a bug on Bugzilla and
attaching them there.

The patch adds a new feature: an option to lowercase all characters in
filename. It was generated againt the tip in the repository,
currently: a9214fa96b422e2b5c608d942b5a7ad0620f3a17

Thanks for the patch. This feature already exists, but in a slightly
different form; you can use the "Process Fields" scanner to process only the
filename, and then use the "Capitalize all" option.

I tried using that feature, but there is a little difference, it is
not able to underscore all components in a path, e.g.:

Without processing: The_Artist/1987--The_Album/05--The_Song.ogg
Using the process fields: The_Artist/1987--The_Album/05--the_song.ogg
Using the attached patch: the_artist/1987--the_album/05--the_song.ogg
