That could explain a lot.
The official release for Windows (I should have mentionned that part) is 2.32.
I found a version 3.14 on the internet and "Remove Annotation" is indeed there.
Maybe it's time for a new official release for Windows.

I am running Evince version 3.24.1 and I do see a "Remove annotation"
item in the context menu. Cannot reproduce the problem, sorry. :(
