Thanks for your feedback! I have reviewed the page, and it seems that the label in the UI has been renamed, and rather than being "Protocol", is now "What kind of chat account do you have?". I have updated the documentation, and the fix will be in the next stable version of Empathy.
Alternatively, if you meant that your list of protocols is empty, you may need to install some additional packages in order to add protocol support. If this is the case, the packages will probably have "telepathy" in the name. For more help with that, it is best to contact your distribution support channel (such as mailing lists, IRC or forums) if you are unsure.
