NetworkManager requirements for GNOME 3.9 / 3.10

See attached email for the version requirements and likely release dates
of NetworkManager. This will fix at least the "not connected" icon you
see in the current beta versions of GNOME 3.10.

Hey,

I got an update this morning from Dan and Dan about the prospects for
NetworkManager for GNOME 3.10.

They are planning to do a 0.9.8.4 release that will have the new API
which we are using in gnome-shell now, next week, in time for 3.9.92.

The minimal bluez5 fixes will not be in that, but the plan is to have
a 0.9.8.6 release hopefully in time for September 23. That could be a
few days late, if things don't quite work out.
