Whilst Dia as a whole *should* be okay I imagine the canvas (aka the document) is a black hole Dia can export to formats such as SVG and PDF which may fair better I don't have much knowledge in this area but I wouldn't have thought the kinda diagrams Dia makes could ever be particularly compatible with blind users, perhaps you would be better offering a text based description yourself?
