Hi Gail,
I have never heard a complaint about Layers before so I am betting you are just not doing something correctly. I will step through doing on 0.97.2 what you seem to be talking about and perhaps you will see a way around.
Ctrl-L gets the layers sidebbar
It comes up with a "Background" layer that is highligthed (meaning it is active) and the eye (for visibility) is showing the layer is visible, and the connection point symbol is showing so connection points will be visible on that layer.
I put down a circle from the Assorted palette.
I hit the PLUS button in the Layers sidebar. Creating a Layer called 'New layer." It is highlighted and thus active with the eye and the connection point showing.
I put down a triangle from the Assorted palette on this layer.
I toggle the eye symbols to show that the circle and triangle are on different layers.
I pick to highlight Background again and add a second circle.
Everything seems to be just fine - I can turn on an off visibility of both layers. I can only operate on the triangle when the "New layer' layer is highlighted, and on the circles only when the "Background' layer is highlighted.
This is exactly how I expected it to work. So it seems to be OK on my computer.
I am guessing you did not comprehend the highlighting?
If you can't get the operations that I do, then you need to provide more information, such as what OS, details about your computer and so on.
You might want to try a new Dia to see if it works better. Also exit Dia and restart it, and shut down your computer and restart it.
