Your message has been distributed.  I however don't know the answer.  Someone better will answer, but no guarantee how fast.

I will note that Dia is not like a CAD program where finely crafted dimensions are easy.  It is more like a 2D Google Sketchup - you can pull on things and get them just about how you want them, but locking them down in a perfect position is often more trouble than it is worth.
