Not sure what you mean by border color, and currently, nothing in Dia can be transparent; you cannot see through whatever you are talking about - there may be a background that can be on or off.  

The text box has a background that can be turned on and off, and its color changed - see the text properties.  You can double click the text icon and set the default properties.
