New panel for Dia (CH-1 notation)

Hi, everyone.

I am the author of CH-1 notation (business process modelling), my name
is Sergey Chernouhov.

May be a panel containing symbols of CH-1 notation included in a
following release of Dia?

I have this panel ready to use, all files (for Sheets and Shapes
directories) are ready.

To whom should I apply to for it?
